7:00 p.m. -- President Obama announced plans to nominate Jeffrey Baran, an aide to House Energy and Commerce ranking member Henry Waxman, to fill one of two coming vacancies on the Nuclear Regulatory Commission. Obama also said he would nominate former NRC general counsel Stephen Burns to the NRC. The two would fill the spots being left open by George Apostolakis, whose term ended on June 30, and William Magwood IV, who will leave at the end of August to take the director position with the Paris-based Nuclear Energy Agency. -- Jason Plautz
