Perhaps that was because he was doing an elite sport in a fancy European capital instead of pretending to like cheesesteaks in Philly.

Perhaps that was because he was doing an elite sport in a fancy European capital instead of pretending to like cheesesteaks in Philly. However, if you ignore the floating soccer ball, the photo makes Kerry look less like head of the State Department than the head of the Ministry of Silly Walks.
