Following a spike in gas prices, President Obama is outlining his energy plan for the country in a speech at Georgetown University. According to The Wall Street Journal, Obama will emphasize weening the country off of foreign oil with new initiatives to "expand oil production" and increase the use of natural gas and ethanol production.
