North Korea’s missile test fails: The South Korean military says the North test-fired the intermediate-range Musudan missile this morning, but the launch seems to have failed. It’s the second time the missile test has failed in two weeks.
Syrian peace talks: Staffan de Mistura, the UN special envoy to Syria, said the fragile two-month-old truce was “barely alive” and urged the U.S. and Russia to intervene “at the highest level.” The U.S. and its allies support some rebel groups opposed to Syrian President Bashar al-Assad, who is backed by Russia.
