An apparent agreement on Syria: A “cessation of hostilities” would go into effect in a week under a deal announced by the U.S. and Russia. But John Kerry, the U.S. secretary of state, said: “What we have here are words on paper, what we need to see in the next few days are actions on the ground.” A halt in the fighting is believed necessary before UN-mediated peace talks involving the various Syrian factions restart February 25. A historic meeting in Cuba: The head of the Catholic Church will meet the head of the Russian Orthodox Church for the first time in history. Pope Francis will then travel to Mexico where, among other things, he will on Monday visit Ciudad Juárez, across from El Paso, Texas, to express solidarity with migrants.
