An explosion in Istanbul: At least 10 people are dead and 15 wounded in the blast at the historic Sultanahmet district, which is popular with tourists, the Istanbul governor’s office says. The cause of the explosion was unclear, but CNN Turk reported that police are focusing on the possibility of a suicide bomber. Update: More here

Calls for an evacuation from Madaya: The U.N. humanitarian chief says at least 400 people need to be evacuated from the Syrian town, which has been besieged for months by government troops, so they can be given life-saving medical treatment. At least 28 people have died in the town from starvation. A U.N. convoy delivered supplies to Madaya on Monday. Update: More here
