Safe Harbor no more: The European Court of Justice, the EU’s highest court, says the Safe Harbor rules, which allow U.S. tech companies to move personal data between the EU and the U.S., are invalid. The decision affects how U.S. tech giants such as Google and Facebook handle the data of EU users. Update: More here.

Tensions rise: NATO Secretary-General Jens Stoltenberg says Russia’s violation of Turkey’s airspace “does not look like an accident.” The remarks are a verbal escalation in the dispute between Russia and the West over Moscow’s role in the Syrian conflict.  On Monday, Russia said its “volunteer” troops will join the fight in Syria. Yemeni leaders unharmed: There were at least two explosions at a hotel in the port city of Aden used by members of the Yemeni government. News reports say government officials are safe.
