Ash Carter used personal emails: The Pentagon acknowledged the defense secretary’s violation of its rules, saying the practice continued at least two months after the revelations in March about Hillary Clinton’s use of a personal email account while secretary of state. Putin’s annual news conference: The Russian leader took the opportunity to, among other things, continue to raise the rhetoric against Turkey, which downed a Russian warplane last month. Vladimir Putin said there was no prospect of improving relations with Turkey under its current leadership. Update: More here

Stocks rally after Fed raises rates: European and Asian markets followed Wall Street’s lead, a day after the Federal Reserve raised its benchmark interest rate from 0 percent to 0.25 percent to between 0.25 percent and 0.5 percent. Rates were last raised in 2006.
