Boehner quits: The House speaker stunned the political world when he announced this morning he will resign at the end of October and leave Congress. As Russell reports, in recent weeks conservatives allied with the Tea Party “had threatened to try to oust him from power if did not pursue a strategy of defunding Planned Parenthood that would have likely led to a government shutdown.” Now, Boehner is expected to defy them by bringing up a funding bill that would prevent a government shutdown but that wouldn’t cut money from Planned Parenthood.

Blatter questioned: The Swiss attorney general’s office has opened a criminal investigation into the head of FIFA, soccer’s governing body. Sepp Blatter is accused of criminal mismanagement and misappropriation. Update: More here.

Automakers scrutinized: The EPA says it sent letters to “all automakers that we are stepping up our testing activities in response to VW’s alleged violations.” Volkswagen, meanwhile, is poised to name has now named a new CEO.
