There seems to be more evidence that sanitation workers were indeed using the blizzard to stage an illegal work slowdown: anecdotal reports of supervisors goofing off, and more worryingly, twice as many workers calling in sick as is normal, a time honored way for New York City unions to get around the restrictions of the Taylor Law.  

If the allegations are true, supervisors should do jail time; people died because ambulances couldn't get through the snow.  But we still don't know that they are true.  It seems as if investigations are going to happen, however, so hopefully eventually we'll find out one way or another.
