We Must Run While They Walk

by William Edgett Smith. Random House, $7.95. The history of Tanzania is an inevitable component of a study of its President, Julius Nyerere, but Mr. Smith keeps it short. (Nobody could keep it simple.) Most of the book sticks firmly with Nyerere, who emerges as an impressively intelligent man and a fascinating talker, whether he is berating a group of foolish students or explaining his interest in China.
