In his words:

"Absolutely I will filibuster or stop it from being brought up until we have a thorough and complete study on the effect of morale and battle effectiveness."

That leaves him some wiggle room - the military's report is out December 1. But the legislative calendar is very tight, and he could ensure that the Senate runs out of time.
