Mild dissent on the Coast Guard station in Huntington (where my uncle was last posted in the CG and now lives with his family). The Ohio River is a still a major transportation route for coal and has a long history of flooding in Huntington. The Coast Guard station monitors traffic on the river as well as supports efforts when it floods.
There are plenty of other reasons to beat up on Byrd (namely his penchant for naming things he appropriated after himself) without delving into the same mindset that condemns federally funded scientific research because it happens to involve odd subjects.
Many landlocked states have Coast Guards, including my own of Minnesota, the "Land of 10,000 Lakes."
