Massachusetts Rep. Barney Frank appeared on The Colbert Report to discuss the Dodd-Frank act. Predictably, Colbert was skeptical of the whole undertaking. "If the founding fathers were really worried about mortgage bundling or ATM fees," he asked, "wouldn't they have said so in the constitution?" Without stepping on Frank's punchline, let's just say it involved the sexual habits of colonial Americans.
