By the late sixties, anti-drug films adopted a new strategy to reach kids -- skipping the parental rhetoric in favor of an accepting attitude and groovy vibe. In the opening sequence of the short, police raid a house party and arrest hip-looking young people who start yelling arguments in favor of legalizing the drug. It's Sonny Bono's job, after that, to counter each pro-marijuana argument in an understanding, super-relaxed manner. He looks so relaxed, in his shiny, pajama-like suit, that it's hard to imagine he isn't stoned himself.
