The Best (i.e. Worst) Government Report Cover

Government designers are not paid to create masterworks. Yet, sometimes they do, as we can see from the cover page of the Department of Defense report on unmanned systems (below), which our eagle-eyed David Graham dug up.

I nominate this as a contender for the official "Best (I.e. Worst) Government Report Cover Award" Any other candidates? Feel free to email me examples. And to be clear, we are looking for what the Danger Room crew would call "awesomely bad," not just bad.
