Can Obama Avert the Fiscal Cliff Without Mitch McConnell?

Lots of people say that President Obama, if given some help by Senate Minority Leader Mitch McConnell, could keep the federal government from going over the "fiscal cliff." But in the exchange below, after Noam Scheiber of The New Republic lays out that scenario, Conn Carroll of the Washington Examiner argues that if Obama really wants to avert the cliff, he can do so without McConnell's help:
