The retiring legend Barney Frank is renowned for being unkempt -- and he's owned that reputation since early in his career.

Before getting elected to Congress in 1980, Frank served for seven years in the Massachusetts state legislature, where he ran for reelection on the slogan, "Neatness isn't everything," featured on the poster above.
