new picks to run the Air Force, Secretary Gates is breaking with the longstanding tradition of letting the service by run by people with a background as fighter pilots. Everything Gates is doing seems like steps in the right direction, but the problems he's trying to address stem from the fact that the separate Air Force is a
fundamentally misguided idea.
