President Obama broke with tradition last week when he declined to don a Hawaiian shirt at the Asia-Pacific Economic Cooperation in Honolulu, bucking a custom Bill Clinton instituted in the 1990s. Just to remind everyone of how presidents can look in such tropical moments, here's a shot of Harry S. Truman appearing in what LIFE.com calls one of the magazine's 20 worst covers. Apparently, this is what Obama was afraid of.
