White House press secretary Jay Carney said in a press gaggle today that the exile of Libyan ruler Muammar el-Qaddafi would be one way to create a change in Libya that the U.S. wants to see.

"Exile is certainly one option for him to effect that change," Carney said, although he didn't elaborate on whether that exile would be of Qaddafi's choosing or imposed on him by the rebels or some outside force.

But asked whether the U.S. would facilitate Qaddafi's departure, he held back, calling that "a bit of speculation."

He also said the U.S. is still considering a no-fly zone and discussing the option with allies.

This afternoon, U.S. Ambassador to the United Nations Susan Rice will join Carney for his 3 p.m. on-camera press briefing. The U.N. Security Council approved sanctions against Libya and Qaddafi on Saturday night, a move that the U.S. supported through Rice. "When atrocities are committed against innocents, the international community must act with one voice -- and tonight it has," she said of the move.
