The Cornyn Caveat: What The NRSC Will Do -- And Won't Do -- In Primaries

One day after National Republican Senatorial Committee chairman John Cornyn promised that his group wouldn't play spend money in the Republican primaries, a Republican Senate candidate in Arkansas has gotten some attention for an upcoming fundraiser of his at the National Republican Senatorial Committee headquarters in Washington. Candidate Gilbert Baker has six Republican primary opponents, including the head of the Arkansas Tea Party movement. 

The AP says that Cornyn is listed as a host of the 11/19 fundraiser, along with three other GOP heavyweights, including the top Senate Republican, Mitch McConnell.

An NRSC spokesperson told the AP that the fundraiser does not imply that Cornyn is endorsing Mr.Baker. Other candidates, the spokesperson said, could also have their fundraisers at the NRSC.

Another NRSC spokesperson, Brian Walsh, tells this column that Cornyn is raising money in his personal capacity as a senator and not in his capacity as an NRSC chair -- and that he did not promise that the NRSC wouldn't help candidates raise money.

Walsh also said that the NRSC headquarters building, the Ronald Reagan Center in Northeast Washington, was available for any Senate candidate who wanted to use it.

The Democratic Senatorial Campaign Committee hasn't said whether it will spend money to defeat Democratic challengers to incumbents, including Joe Sestak in Pennsylvania, who is running against Sen. Arlen Specter, and Andrew Romanoff in Colorado, who is facing Sen. Michael Bennet.

"Helping to raise money for a candidate is far different than saying that the Committee is going to spend money attacking another Republican in a primary," Walsh said.   "If Senator Cornyn, Senator DeMint or any other Senator chooses to personally help raise money for a particular Republican candidate that's their prerogative.  That's far different however from the NRSC as an institution making the decision to spend money against a Republican candidate in a primary."


Walsh said that the NRSC was not eschewing the right to endorse primary candidates -- it has already given its nod to Gov. Charlie Crist's Senate campaign in Florida -- but that it would not spend money to help Crist beat  another Republican.

Josh Trevino, a consultant for Chuck DeVore, an insurgent Republican candidate running against the NRSC's hand-picked choice in California, said that the NRSC's promise "is deeply insincere: the NRSC will continue to wield its influence, devote its resources, and bestow its imprimatur outside of cash expenditures."

Trevino e-mailed a list of upcoming NRSC fundraisers -- including several for Crist and for other NRSC-recruited candidates. 

Walsh, reading Trevino's comments in an earlier draft of this post, e-mailed this response:  "The NRSC's policy has always been that we list events that we are asked to list by the campaigns, but due to the number of races, we do not seek them out from each individual campaign. So Mr. Trevino's criticism is remarkable considering that up until just a few hours ago, the DeVore campaign had never before asked the NRSC to list its fundraisers. Now that they have made that request, we are happy to oblige. I will say however, that it remains a puzzling strategy by Mr. Trevino to routinely attack and publicly distort the positions of the very campaign committee whose support and resources his client would presumably need if Mr. DeVore were to be the nominee."
