The Democrats probably won't follow through on their promise to post bill texts online at least 48 hours before a vote, probably because they want to meet the somewhat artificial deadline imposed by the White House. Rumors abound about what's in the bill and what's not; some say retroactive executive compensation restrictions are in, others say they're out. There is always a tension between transparency and efficiency. Democrats, in this case, are choosing the latter value.
