Petraeus: "Significiant but uneven security progress......capabilities of Iraqi forces have grown"....
but other areas "unacceptable..." .... "Still, security in Iraq is ... significantly better than it was 15 months ago when Iraq was on the verge of civil war..." ... "threat posed by Al Qaeda in Iraq has decreased significantly..."..... Iranian-backed "Special Groups" pose the "greatest long-term threat".....shows charts with downward trendlines in civilian deaths and violent incidents....highlights "sons of Iraq" program...says they've helped the US find more IEDs/weapons caches in '08 than in all of '06.....provides highlights of "Anaconda" strategy against AQI, which he calls a "major source of instability in Iraq."
