through a political and economic embargo, is senseless. . . The
embargo has succeeded in stunting and distorting the Vietnamese
economy, and in keeping American businesses out of Indochina; but it
is more and more obviously failing to keep out businesses from other
countries, or to bring the Vietnamese government to its knees. . ."
