A possible freeze in oil production: Saudi Arabia, Qatar, Venezuela, and Russia have agreed to limit their oil output at levels produced in January—so long as other oil-producing nations follow suit. All of them, save Russia, are members of OPEC, the cartel of oil-producing countries. Their announcement could stabilize the global price of oil, which has fallen sharply in recent weeks.
A denial from Russia: Dmitry Peskov, a Kremlin spokesman, rejected allegations that Russian airstrikes had hit hospitals in Syria yesterday, killing at least 50 people. Turkey says Russia was behind the strikes, which both Ankara and Paris have described as a war crime. Update: More here
