Jennifer E. Sims is a visiting professor and director of Intelligence Studies at Georgetown University and a  senior fellow at the Chicago Council on Global Affairs. Dr. Sims served as deputy assistant secretary of State in INR, receiving the Distinguished Service Medal for her work on SDO in the 1990s. Before that, she served as a professional staff member on the Senate Select Committee on Intelligence. She has also served as the State Department's first coordinator for intelligence resources planning, an office to improve the management of intelligence resources among national security agencies after the embassy bombings in Africa. She has her PhD from Johns Hopkins University School of Advanced International Studies and has written extensively on intelligence, including, with Burton Gerber, "Transforming US Intelligence" (2005) and "Vaults Mirrors and Masks: rediscovering US Counterintelligence" (2008), both published with Georgetown University Press.
