A Good Question About the Administration's Bomb-Plot Accusation

The plot as described is indeed puzzling, but so is the logical extension of the idea that the plot's description is inaccurate: What incentive does the Obama administration have in creating a huge story that would invite such skepticism? Why risk credibility over an issue like this if it wasn't necessary?
