If You Want to Bring About Change in Cuba... (UPDATED)

Tomorrow the House Foreign Affairs Committee is scheduled to consider legislation that would lift the ban that prohibits Americans -- non-Cuban-American Americans -- from visiting the island. Lifting the travel ban does not mean, of course, endorsement of the Cuban government's anti-democratic policies; the U.S. allows its citizens to visit far more scurrilous countries than Cuba. What it would mean is that America will no longer be cutting itself off from a country that is going to be opening itself up to foreign trade and investment.  And it would mean that our relationship with Cuba is no longer governed by a set of outdated pathologies.
