See, this is the sort of desperate race-baiting Rush Limbaugh predicted we would get when Barack Obama was elected.
This is NOT a story about monkeys. This is a story about the screwed up mentality of Washington D.C. and the need for conservatives to accept it as is rather than merely complain about it.
But since a half-white, half-black African liberal Democrat is the President, obviously it is a subtle racial slur.
