Biographical Information about Francis X McArdle Francis X McArdle 215 West 101st Street, # 8F New York, New York 10025 212-865-2321 646-279-1312 Frank McArdle is a nationally-known consultant, advising on transportation policy and finance at the state and national level. Mr. McArdle served from May, 2006 through June, 2008 as a member of the National Study Commission on Surface Transportation Policy and Finance, the national body created as part of the 2005 federal transportation finance legislation. He was appointed to the position as one of the 12 Commissioners at the suggestion of Senator Hilary Clinton. The Commission was charged with an examination of the nation’s transportation needs for the next fifty years and reported to the Congress in January, 2008. Mr. McArdle worked for over twenty years at the General Contractors Association of New York, The General Contractors Association of New York, founded in 1908, is the trade association for the heavy construction industry active in New York City. He also spent two years from 1982 to 1984 with Olympia and York Battery Park City on the creation of the commercial center in lower Manhattan now known as the World Financial Center. He completed an eleven year career in 1981 with the City of New York, spending the last four years, 1978 through 1981, as the Commissioner of the New York City Department of Environmental Protection during the first term of Mayor Edward Koch. The Department of Environmental Protection is responsible for the City’s water supply, waste water, and sewer infrastructure systems that support its 8 million inhabitants. Mr. McArdle completed all but his dissertation for a PhD in political science and public administration at Syracuse University. He also serves as a trustee on the New York State Laborers Educational and Cooperative Trust, as a trustee of the Laborers Health and Safety Fund of North America, and as a board member of the Friends of Hudson River Park. His daughter, Megan, is the editor of The Atlantic Business Channel.
