If we just cap Medicare, needy seniors would get bare-bones care while more affluent people could supplement their insurance out of pocket.

You mean Medicare could be a way to ensure that all seniors get basic medical care, and leave the rest to the market. Instead of socialism? How could anyone support such an indecent proposal?
